How do I pay property tax without individual khata for an apartment built on A-khata site in Bangalore?

Individual BBMP Khata is not mandatory to pay property tax

Doesn’t matter, if your property is A-Khata or B-Khata. First and foremost, you need to obtain property tax application number for your flat

To obtain property tax application number, you need following documents

  • Photocopy of sale deed
  • Encumbrance certificate
  • Landowner’s tax receipt (even the previous tax receipt is accepted, doesn’t need to current FY)
  • Request letter addressing to ARO, BBMP office

Submit the above listed documents in your jurisdiction BBMP ward office. BBMP staff seal, sign and write date in the request letter as acknowledgement for acceptance of application from you. An acknowledgement looks like below image

If you carry two copies of Request Letter, the BBMP staff seal, sign and write a date in request letter and handover one copy for your reference.

If you carry one copy of Request letter, the BBMP retains the hardcopy and you can take photo in mobile phone for your reference. I usually handover one copy and take photo in my mobile phone for my reference. I am comfortable in organizing softcopy and softcopy suffice for follow-up

In around 10 working days, you receive 10 digit property tax application number through SMS. If your application is not processed even after 10 working days. you may need to escalate the matter. I use to write an email to deputy commission if the file is not moved on time

Let me share my latest experience: I want to pay property tax for 5 property since 2004, I voluntarily approached my jurisdiction BBMP office for payment of tax.

If you refer to above acknowledgement, we submitted the application on 25th Sep 2023. Even after 10 working days,  my application was not processed despite regular follow-up

From the comfort of my home, I wrote an email to Deputy commissioner on 10th Oct 2023. Refer to below email communication

In 2 days on 12th Oct 2023, we received response from Deputy Commissioner, the email was addressed to concern BBMP ARO and I was copied in email. Refer to below email communication

The concern ARO called us and asked for pending documents like latest EC and layout plan, I wish he could have asked the pending documents on day one of submitting the application instead after 15 days

On 13th Oct 2023, We emailed the EC and layout plan to concern ARO, refer to below email

But our ARO want only hardcopy, he don’t accept softcopy sent through email. We visited the BBMP office on same day and handed over hardcopy of EC and layout plan. I wish ARO accept softcopy of supporting documents as this might save our time and travel expense

Since the submission of supporting documents (EC and layout plan), there was no development from ARO. So sent a reminder email to Deputy commissioner on 31st Oct 2023, keeping ARO in CC. Refer to below email communication

On 1st Nov 2023, received my property tax application numbers through SMS. Refer to below image

As soon as we received the above application number, we logged into BBMP Property Tax System website and paid our property tax of around Rs. 2.5 lakh for five properties since 2004

I wish, the staff from BBMP ward office could have taken initiate to expedite the application without the intervention of top officials. If you are in same situation like me, here is the email id dcrev@bbmp.gov.in for escalation.

There is no time bound or penalty to obtain khata so we can apply for khata transfer whenever we require

But if we don’t pay property tax on time, the interest and late payment fee is applicable. Obtain your property tax application number as soon as possible and pay your property tax on time. My property tax is suppose to be around Rs. 1 lakh but i paid Rs.2.5 lakh because of interest and penalty incurred since 2004
